Background

Since 2016, the Albanian justice system is undergoing a period of challenge and crucial change which has considerable extent for people’s ability to understand and use the law. The new judicial map in 2023 led to the reorganization of the first-instance district courts, decreasing the number of courts, and posing a significant challenge, particularly for marginalized communities, as economic constraints related to travel hinder their ability to access primary legal aid; the closure of ADISA service front offices in mid-2022, and a lack of legal education and digital literacy among marginalized groups, underscores the critical need to enhance the efficiency of the legal aid system for marginalized communities. On the other side, through the establishment of Free Legal Aid Centres in Albania, at 12 municipalities, people with fewer opportunities as well as vulnerable categories has started to profit free legal aid services. Due to the above mentioned, there is a necessity for the legal education and digital literacy needs among citizens in general and vulnerable groups in particular.

Through legal education and digital literacy awareness citizens of Fieri region will be helped to access legal remedies and e-justice tools more easily. They will improve digital literacy at using e-governance platforms, as well as other existing tools unemundem.al, jusristionline.al, e-Albania etc., and moreover will acquire knowledge about their fundamental rights. Total duration of the proposed action is 9 months.

Objective

As requested by the proposal, the European Centre will contract a Digital Expert who will be responsible for the preparation of a tailored leaflet on how to use e-justice services provided by e-government platforms, and prepare & deliver 22 Community Teaching Sessions on how to make use of e-government services and all other existing platforms which offer free legal services, providing basic concepts to practical skills to facilitate free legal aid meaning and procedures.

Duties and responsibilities

More concretely, the tasks required by the Expert for Info Sessions are mentioned below:

  • Preparation of a tailored leaflet on how to use e-justice services [1.5 working days];
  • Preparation of a video tutorial on technical aspects of e-justice and e-government portals.
  • Sharing information during community legal teaching sessions, 22 Community Teaching sessions and preparation of material sessions in Fieri Region, in 9 Administrative Units of Fier Municipality and 2 small Municipalities of Fier District (Patos & Mallakaster) about how to make use of e-governmental platforms and other existing platforms which offer free services [22 working days].
  • Providing basic informatics concepts to practical skills in using specific tools or technology.
  • Report to the European Centre.

Necessary qualifications and requirements:

  • University degree preferably in digital marketing, informatics, communication or related fields;
  • At least 5 years of experience;
  • Previous experience in working in the civil society field;
  • General knowledge on community and e- justice system challenges;
  • Previous experience in working with community;
  • Very good communication skills;
  • Ability to work with minimum supervision.
  • Previous collaboration with the European Centre will be considered an asset.
