Background

The project “Increasing Efficiency of the State Budget Through Public Consultation in the Justice System” has started in May 2024. In the framework of the implementation of this project, the Centre aims to increase advocacy/lobbying by NGOs working in the field of justice in order to implement a proactive planning which is based on the priority needs of this sector, policies approved by the government as well as the implementation of the Cross Sector Justice Strategy. This project is implemented by the European Centre in collaboration with Institute for Democracy and Mediation [IDM], funded by the European Union.

In the framework of this project, 2 legal experts will be engaged in offering analysis of needs in the justice sector.

Objective

The main objective of this task is to prepare an analytic document on primary and secondary legislation on the implementation of public consultation legislation and legal framework of state budget.

Duties and responsibilities

Prepare a needs analysis situation;
Organize a focus group with NGOs working in the justice system;
Prepare the analytic document on primary and secondary legislation related to the implementation of the laws on public consultation and state budget,
Strategic advocacy meetings with NGOs working in the sector [at least one workshop]
Meetings with GMS;
Strategic advocacy meetings with Parliamentary Commission for Public Administration, legal affairs and human rights;
Monitoring of parliamentary sessions when state budget will be discussed;
Summary report that will be presented at a closing event at the end of the project.

Necessary qualifications and requirements:

University degree in law;
At least 10 years of professional experience in research;
Very good writing skills;
Very good communication skills;
Ability to work with minimal supervision;
Excellent knowledge of Albanian;
Very good reporting skills;
Proven skills on research;
Very good analytical skills.
